Am I Eligible for PCA Services?
PCA Eligibility Assessment
Personal care assistance (PCA) services support clients with their daily activities in the home and in the community. PCA eligibility is determined by the person or organization that pays for the service. If you pay for services out of pocket, you do not need authorization before receive services. If a state health plan or another health plan will pay for services, an authorization will be required. Many of our clients receive healthcare through state medical plans or waivers, and these clients are authorized for services by their local county’s health agency.
To receive authorization for PCA services from your local county, you will need to show a need for assistance with daily activities, including:
- Dressing
- Grooming and hygiene
- Bathing and toileting
- Eating
- Mobility and transfers
- Basic health-related tasks
- Behavior monitoring
- Activities in the community

Is My Child or Loved One Eligible for PCA Services?
Start Receiving Payment for Your Caregiving
Minnesota’s state medical plans and waivers cover PCA services for patients who require them. If you take care of a loved one who meets the eligibility requirements of a plan or waiver, you could receive payment for the work you already do. Requirements for reimbursement include:
- Your child or loved one needs help with one or more of the activities listed above;
- You are giving care to someone who is not your spouse;
- If you are giving care as the parent or legal guardian, your child is at least 18 years old;
- You are at least 16 years old;
- You do not personally receive PCA services
- Your child or loved one is eligible for a state medical plan or waiver; and
- You are not barred from working as a PCA in the state of Minnesota.
